ESA Weekly: A Quiet Week, With Arizona's Ballot Settled

No ESA measures on Arizona's November ballot, Utah's Fits All still awaits the state Supreme Court, and Louisiana GATOR timing. Here's what it means for your family.

Hi friends — Janae here. After fifteen years as a school registrar in Arizona, I've learned that most weeks the right move is to read carefully and change nothing. This is one of those weeks, so let me walk you through where things stand.

Arizona: no ESA measures on the November ballot

You may have heard talk of a ballot fight over the Empowerment Scholarship Account. As of the reporting I could find, neither ESA-related measure is on the November 2026 ballot. A court found the legislature's referral (HCR 2048) broke the single-subject rule, and the citizen initiative (the Protect Education Act) was reported as not qualifying. The reports I found didn't agree on exactly why the initiative fell away, so I'm treating that detail as unconfirmed.

What it means for you: The ESA rules you're using this year should stay the same through 2026-27. The Arizona Tuition Organization also says it expects no legislative changes to the program this school year.

One action: Keep your 2026-27 handbook handy and keep saving receipts and curriculum records the way you already do.

Utah: Fits All is still waiting on the Supreme Court

A district judge ruled against the Fits All scholarship in 2025. The state and the plaintiffs agreed the program continues while the Utah Supreme Court decides. I found no decision as of this writing. A legislative report counted roughly 14,500 students using the scholarship in 2025-26, almost half of them in home-based education.

What it means for you: If you're a Utah family, your account is working as normal right now, but it's smart to have a plan if the ruling comes.

One action: Keep your education records and receipts organized, so they're ready whichever way the court goes.

Louisiana: GATOR notifications

The state's education department estimated June or July 2026 for 2026-27 award notifications, sent through the Odyssey platform, and said awards depend on legislative funding. If funds run short, returning families are first in line, then students at or under 250% of the federal poverty guidelines or with an IDEA-identified disability. I couldn't confirm the final award timeline.

One action: If you applied, log in to your Odyssey account and read your status. Don't wait on an email.

Quick hits

  • Texas: Per a vendor guide, private-school families get quarterly installments, with the next in October, while homeschool families got a single $2,000 deposit. Check the Comptroller's TEFA site for your own account details.
  • Connecticut: HSLDA is opposing H.B. 5468, a bill about oversight when families withdraw a child from public school.
  • Arizona: The ADE ESA page notes about 7,000 eligible students hadn't submitted renewal information. If you haven't renewed, check your account.
  • Florida: FES-EO and PEP eligibility has been described as open to all K-12 students.

One honest caveat: several official pages weren't reachable for me this week, so please confirm anything that affects your family on your program's own site.

Thanks for reading, and happy homeschooling.
